In 2016, we saw the publication of the White Book of Germany, a book that was published in 2006. Since this book is regarded as a kind of upstream document and strategy of German security policy, it is important to consider and evaluate the goals and paths of the Germans.
So with this introduction, the twenty-second meeting of the German expert group, entitled “Review of the White Paper 2016 of Germany, Challenges and Opportunities for the JHA”, was held and the dimensions of the subject were examined.
This special meeting was held at the management of Mr. Dr. Jahanbakhsh Izadi, professor of international relations of the University from 17th to 20th of Monday, February 25th, 1395. The meeting was hosted by Dr. Behzad Ahmadi Lefourki, research assistant at Tehran’s Contemporary Abrar Institute. Presenters of the meeting in alphabetical order were:
• Jabbar Khodadost, expert on German issues
• Mohammad Reza Dostizzadeh, director of the Department of German Studies and German Studies at the University of Tehran
• Ali Meshkin Mehr is the second in the Austrian case in Austria and a German expert
• Mohammad Hassan Taheri, Director of the German Department of the Institute of Iran, Yorica
• Hossein Gharibi, former ambassador to the Islamic Republic of Iran in Portugal, and director of the European Union Institute for the Study of Iran, Yorica
• Champion of the British Director of the Institute of Iran Yurika
• Mr. Mehdi Karimkhani, expert of the German Group
• And a number of experts in the field of German studies, European Regional Studies
Submissions in the meeting:
At the meeting, Dr. Behzad Ahmadi, speaking as a speaker, introduced the White Paper of 2016 to Germany on a kind of strategic document, including a document on national security policy and a military-military defense document published shortly by the European Union. As to the history of the publication of this book as an upstream document, it was said that the book was first published in 1969, and until 1975, with the exception of 1974, was regularly published annually, but later irregularly in the years 1979, 1983 , 1985, 1994, 2006, and the last time in 2016. This 143-page book begins with the introduction of Mrs. Merkel and Mrs. Ozerola Von Lingne (defense minister) and continues to cover a wide range of topics such as the Crimean debate, the discussion of failed states, the so-called Islamic state, cyberattacks, extremism, convergence Europe, Transatlantic Partnership, NATO, EU, and … As to the importance of this book, this book is part of a top-level document to guide German security policy, which examines the current and future situation, and outlines a framework for activities that define the German security identity. Security priorities and tools are also available to the country. In the structure of this National Security Strategy document, we also see key elements of security policy, security environment, priorities and key areas of foreign policy. In the course of the meeting, issues were discussed, such as the German national interest in the White Paper, the German security challenges in the future, and the requirements and tools of the country. Finally, the document was evaluated.
Also, the invitees expressed their views on the document by presenting their point of view. Some believed that the Germans, when they feel threatened to respond to threats, produce documents that, according to the nature of the documents in many years, can be seen as an attempt to respond to threats. But others were of the opinion that the Germans have now redefined themselves and have been somewhat humiliated, so this document must be taken seriously, because some evidence, like the fundamental role of the Germans in the last three crises of the Eurozone, Crimea and refugees, reflects the fact that the country, with the slogan of responsibility, seeks to increase its role internationally and somehow normalize itself.
